Summary
India has the third-largest and one of the most complex power sectors in the world, which brings in a unique set of challenges and opportunities in transitioning to clean energy. India’s target of 500 GW of non-fossil fuel installed capacity by 2030 hinges on the role of its electricity distribution companies (DISCOMs), which remain the weakest link in the clean energy transition. These utilities face entrenched financial stress, legacy coal contracts, subsidy burdens, and technical barriers that slow renewable adoption.This report highlights a clear problem-to-opportunity pathway. It explores how renewable energy can be both a climate solution and a financial lifeline for DISCOMs. It underscores the potential of distributed renewable energy (DRE) such as solarizing agricultural feeders and scaling rooftop solar to reduce subsidy costs, improve DISCOM finances, and support more reliable power supply and transform DISCOMs into key drivers of India’s clean energy future.
